The textbook is the meat of the content. It has everything you need to know, all the information and all the lessons and tips.
The workbook has short summaries of the chapters and then lots and lots of exercises and questions to help you put the lessons from the textbook into practice. The workbook can be read alone but it’s better if it’s read in conjunction with the textbook.
